I am not a hundred percent sure about that.. I think having the technology available before making the step to use it accelereates the whole implementation process. In my opinion it all should happen simultaneously, if possible.

I think what he meant is that technology just supports a need that has to be there, and it's not the technology that triggers a need. But technology and the Internet accelerate the process tremendously. And i think if it comes to technology it should provide great support and usability, so technology matters. So still i think it's not about technology, it's about people.
